According to Operation Read's leaders, creating excitement for reading is their priority.Palestine Kiwanis organizers said the project's cumulative distribution of books to students each year would create a small library of books at home. Students who receive four books a year, from Kindergarten through the third grade, will collect a library of 16 books over four years.

Kouider Mokhtari, a professor at the University of Texas at Tyler, is doing research on preventing reading difficulties. Children falling behind in reading can lead to functional illiteracy as adults, meaning they can have difficulty performing basic literacy tasks such as reading a newspaper, writing a checkbook or interpreting medical prescriptions. When preventing functional illiteracy in adults, "early childhood is everything," Mokhtari said.

“It’s huge to be able to provide basic early language and literacy skills to young kids,” he said. “We don’t spend enough time or money on investing in these kinds of projects because that’s really where we can catch kids before they fall.”
